Item type:Item, CORPORATE STRATEGIC PLAN(2026-06) NACTVETSTATEMENT OF CHAIRPERSON OF THE COUNCIL The National Council for Technical and Vocational Education and Training (NACTVET) is a corporate body established under the National Council for Technical and Vocational Education and Training Act, Cap. 129 to regulate and oversee the quality of Technical and Vocational Education and Training (TVET) in Tanzania. The aim is to ensure that TVET produces competent workforce for the industry. Thus, this Strategic Plan (2026/27–2030/31) has been designed to ensure that, in the next five years TVET education is improved to ensure both increased access and quality in order to produce adequate and competent workforce for the various sectors of the economy and thereby contributing to socio-economic development of the country. In this regard, this Strategic Plan has put in place plans for TVET to address labour market demands and is aligned with the Sustainable Development Goals 2030, the National Five-Year Development Plan, the Tanzania Development Vision 2050, CCM manifesto 2025-2030, Tanzania Education Policy 2023 Edition, National Framework for Academic-Industry collaboration 2026 and global and regional TVET frameworks. All these initiatives emphasize the need for having adequate and competent workforce as engine for socio-economic development. Therefore, this Strategic Plan is aim to provide a clear roadmap for producing competent and skilled TVET graduates capable of meeting national, regional, and global labour market demands, while contributing to improved livelihoods and a competitive economy. The Council also acknowledges the importance of TVET stakeholders in improving TVET quality and producing competent graduates. Thus, the development of this Strategic Plan was informed by an extensive consultative process involving Council Members, Management, staff, and stakeholders, as well as exploring TVET best practices nationally and internationally. I want to assure our clients that; the Council is committed to strengthening its quality assurance capacity to ensure that TVET education is adaptive to labour market changes and demands so as to produce adequate and competent workforce for employment and self-employment. viiiUltimately, successful implementation of this Strategic Plan requires effective engagement of all stakeholders such as the Government, TVET institutions, Employers, development partners, private sectors, parents, students just to mention few. This will contribute to building a competent and skilled workforce, enhancing employability, and advancing Tanzania’s sustainable development agenda.Item type:Item, GUIDELINES FOR ENGAGEMENT OF EXPERTS IN COUNCIL OPERATIONS(2026-05) NACTVETPREFACE The National Council for Technical and Vocational Education and Training (NACTVET) is mandated to regulate and assure the quality of Technical and Vocational Education and Training (TVET) in Tanzania. In fulfilling this mandate, the council engages qualified experts to support key regulatory functions, including institutional registration, programme accreditation, curriculum validation, monitoring and evaluation, assessment and certification oversight, and departmental recognition exercises. The credibility and effectiveness of these processes depend on the competence, integrity, and professionalism of the experts deployed. These guidelines have been developed to establish a transparent, objective, and accountable framework for the identification, vetting, nomination, deployment, performance management, and oversight of experts engaged by NACTVET. They provide clear procedures for the establishing and managing of the expert database, eligibility and selection criteria; principles guiding team composition; performance evaluation mechanisms; and provisions for suspension, removal, and appeals. The guidelines are designed to ensure consistency in expert engagement while safeguarding fairness, impartiality, and adherence to regulatory standards. Through the implementation of these guidelines, NACTVET seeks to strengthen quality assurance processes, enhance stakeholder confidence, and promote integrity in the discharge of its statutory responsibilities. The council remains committed to continuous improvement of its regulatory systems and to building a pool of competent experts capable of supporting the development of a robust and responsive TVET sector in Tanzania.
