| dc.description.abstract | PREFACE The provision of Professional Doctorate Degrees within the Technical and Vocational Education and Training (TVET) sub-sector marks a significant step in expanding access to higher-level technical education and strengthening Tanzania’s capacity to produce a competent, innovative, and work-ready workforce. As the demand for applied knowledge and practical skills continues to grow in both local and global economies, there is an increasing need to ensure that institutions offering such programmes meet clearly defined and consistently enforced quality standards. This document has been developed by the National Council for Technical and Vocational Education and Training (NACTVET) as part of its regulatory mandate to coordinate, regulate, and assure the quality of technical education and training in Tanzania. It sets out the minimum requirements and procedures for the accreditation of TVET institutions intending to offer Doctorate Degrees under the National Technical Awards (NTA) framework. The guidelines outlined in this document provide a comprehensive framework for assessing institutional readiness and programme quality. They cover critical areas such as institutional governance, infrastructure, academic staffing, curriculum design, research and innovation, student support, financial sustainability, and compliance with regulatory and professional standards. The document further outlines the application, evaluation, approval, certification, and monitoring processes necessary to ensure consistent quality across institutions. The preparation of this document involved wide consultation with key stakeholders, including TVET institutions, Professional Regulatory Authorities, industry experts, and education policymakers. Their contributions have been invaluable in ensuring that the guidelines are contextually relevant, practical, and aligned with national development goals and international best practices. It is expected that these guidelines will serve not only as a regulatory tool but also as a roadmap for institutional self-improvement and capacity building. Institutions are encouraged to use this document as a benchmark for planning, implementing, and evaluating their Doctorate Degrees. NACTVET remains committed to supporting institutions in meeting these standards and in fostering a culture of quality, innovation, and accountability in the delivery of technical and vocational education and training in Tanzania.
